Static or Mobile Surveillance

Surveillance is the monitoring of behavior and close observation of a person or group of people of concern or under suspicion. There are two main types of surveillance: static and mobile surveillance. Static surveillance is observing activities from a non-mobile location, such as an apartment building, an outdoor area or the back of a vehicle. Mobile surveillance is essentially shadowing the suspect to obtain information. This type of surveillance may be done in a variety of ways including tracking on foot and following in a vehicle.

Surveillance, both static and mobile, can benefit the client because it is one of the most useful tools in a private investigation. The activities of virtually anyone can be documented and recorded almost anywhere according to the client’s situation. Surveillance can help the client make decisions more effectively as to the direction of the investigation or can confirm the suspicions regarding the subject in question. Surveillance is often times the most revealing method of determining the truth in domestic, corporate, insurance, industrial and criminal matters.

Some methods used by PI Investigators are electronic surveillance, including video cameras, both hidden and visible, physical surveillance: keeping detailed notes, photos, video footage, and general observations made by our investigators, email tracing, asset searches, tracking vehicles, and monitoring the person in question.  All evidence compiled by our investigators is court admissible.

The results that the client can expect from Panoramic Investigations are comprehensive written reports, video and/or photographs regarding the person or group of people in question. Videotaped evidence produced by PI investigators of infidelity, abuse, fraud, theft, neglect or any other culpable activity is the best way to prove a case. Whether the subject is innocent or guilty, the client will be able to have peace of mind in knowing the truth and being presented with the facts.

Background Checks

Research and profiling during an investigation, is the process of acquiring facts and gathering evidence through a series of investigation techniques. This type of research often precedes other private investigation techniques in order to gather as much information on a subject to assist in an active investigation.

Investigative research benefits the client interested in finding out more about a person or company, or can be used by the private investigator to create a visual profile of the subject being investigated. Initial research often leads to determining the best investigation strategy and getting the best results from an investigation.
The research process has yielded great results when it comes to locating persons of interest, discovering past and present financial and business dealings, and verifying facts about a person’s past and credentials.  Research during an investigation can often lead to information that would otherwise be unknown through standard surveillance or other investigation practices.
Research used by Panoramic Investigations during an investigation often includes searches of public database research, court records, personal and telephone interviews, and background checks. Research provides investigators with the tools and resources required, enabling them to have as much information possible to provide the client with the best strategy for their situation.

Deception Analysis

Kinesic Interviewing is an interviewing technique used to evaluate nonverbal behavior which can certainly help in the detection of deception, but realistically all kinesic interviewing does is to detect changes in a person’s physical behavior. The idea is that a person’s physical behavior is a manifestation of how a person is feeling (emotion creates motion) but is not necessarily indicative of deception… simply a change of emotion or stress levels (both eustress and distress).  The kinesic interviewer is trained to notice these changes in syntax and relative to the line of questioning and in contrast to the subject’s baseline or “normal” behavior. For example, when a fugitive investigator asks if the subject spoke to a particular fugitive and the subject’s breathing quickens, becomes shallow or stops altogether at that moment despite the subject claiming to not have, then the investigator knows that he needs to probe that area deeper but not make the assumption (yet) that the subject is lying.  Perhaps the subject did not speak to the fugitive but has additional information or strong feelings about the question.  The subject may be frightened by the investigator’s line of questioning, which would also create changes in physical behavior, too.   It will take additional questioning and evaluation before developing a better opinion about whether the subject is telling the truth (and they are all opinions until the subject confesses to lying).

Kinesic Interviewing is very powerful technique when used in conjunction with timeline analysis or statement analysis.

Social Connections

Most social networking websites allow users to build web pages, communications online, share works, share photographs and express opinions.  Sites like Facebook, Myspace, Orkut, LinkedIn, Habbo, and many other social networking sites are constantly increasing membership and becoming more popular. Where people network, predators will find victims. In addition, such sites provide opportunities for online infidelity due to the anonymous and discreet nature of these sites. It is easy to hide information from others by logging into password protected pages and keeping your online name a secret.

There are many examples of investigations in social networks that have led to disciplinary, criminal or civil actions. Schools have so far been in the forefront of this method of investigations. Students and faculty have been caught in alcohol or drug related scandals resulting in loss of employment, expulsion and more based on pictures and postings found on these types of sites. However, with the information, conversations, photos, etc. that are prevalent on these sites investigators can obtain all sorts of evidence for a wide variety of case types.

Typical reasons for social networking investigations:

•        stalking and harassment
•        identity fraud and theft
•        technical discovery
•        standard investigation lead development

Locates and Skip Tracing

Skiptracing is done by collecting as much information as possible about the subject. The information is then analyzed, reduced, and verified. Obtaining new and correct points of contact is key. Sometimes the subject's current whereabouts are in the data, but are obfuscated by the sheer amount of information or disinformation. More often the data will be used to identify third parties that might be able to assist the process. This is where the job becomes more than mere research since one must often employ methods of social engineering, which involves calling or visiting former neighbors, employers or other known contacts to ask about the subject, sometimes under false or misleading pretenses.

Records that Panoramic Investigations use may include phone number databases, credit reports (including information provided on a loan application, credit card application, and in other debt collector databases), job application information, criminal background checks, utility bills (electricity, gas, water, sewage, phone, Internet, and cable), social security, disability, and public tax information. While some of these records may be publicly available, some cannot be accessed without an appropriate search warrant, which is generally only available to law enforcement.

Even when no specific information is returned, public databases exist that cross-reference skiptracing information with others the "skip" may have lived with within the recent past. For instance, if previous records show a "skip" lived in the same house as a third party, the third party may also be "skiptraced" in an effort to locate the "skip".

Accident Reconstruction

Panoramic Investigations can provide accident reconstructions to determine what actually happened in an accident. This allows the insurers, police and investigators to be able to make an informed decision on how to proceed. Accident reconstruction involves analysis, collection and interpretation of physical evidence and influences of the environment in order to reconstruct the scene where the accident initially took place.

Accident reconstruction is crucial to the client because it helps determine if the accident was staged or otherwise fraudulent and identifies any inconsistencies in the reported events. In cases where fraud is suspected but not yet proven, PI Investigators can assist insurers to proceed through the process in an expedient manner. Ultimately, the client will benefit from establishing the truth of what has transpired.

There are many results that the client can expect from an accident reconstruction performed by PI Investigators such as; answers to what actually caused the accident, which can be helpful in order to prevent future accident of a similar nature. The results of a reconstruction will assist in establishing liability in an accident and provide answers for the client. PI Investigators can also provide evidence based upon the accident reconstruction that will stand up in court if required.

Methods utilized by PI Investigators in an accident reconstruction are, but not limited to the inspecting the actual scene of the accident, statements of parties involved and witnesses, accident reports, investigation/police notes, inspection of the actual vehicles involved, photos of damaged vehicles and appraisal documentation.
